Defence Procurement Minister Jeremy Quin Announces the Defence Space Strategy

Jeremy Quin

Speech
Kings College London
1 February 2022

It’s a huge pleasure to be here today on the next step in our execution of the Integrated Review, the Defence Command Paper and Defence and Security Industrial Strategy.

A lot has happened in Defence in the last year. From assisting in homeland resilience in issues as varied at vaccine delivery to Heavy Goods Vehicle support to the largest Royal Navy deployment in decades making our positive presence felt on the far side of the world.

Above all, as I speak, the Defence Secretary is meeting NATO partners, discussing the truly concerning situation on Ukraine’s borders – the most serious threat of a major war on our continent since the fall of the Berlin Wall.

However the British people know that what they can always expect from UK Defence is calm, determined, delivery.

Luxembourg Invests in NorthStar Earth & Space That Establishes its European Headquarters in Grand Duchy to Support Sustainable Space Activities

LUXEMBOURG, DECEMBER 17, 2021 (NorthStar Earth & Space PR) – The Luxembourg Future Fund (LFF) will be investing in NorthStar Earth & Space. The investment is building on the announcement made in December 2019 of a partnership between Luxembourg’s Ministry of the Economy and the Canadian-based company.

For nearly four decades, Luxembourg has been at the forefront of commercial and co-operative initiatives that have shaped a vibrant space economy by attracting ground-breaking companies in this sector. NorthStar is the first commercial service aiming at monitoring space, from space, via a constellation of satellites with dedicated optical sensors to deliver timely and precise Space Traffic Data, Collision Avoidance and Navigation Services. Monitoring of space objects has, so far, mainly been done using ground-based data. This method gives information on the distribution of space objects but has limitations when it comes to small objects, which can also cause serious damages due to their velocity.

ALEXANDRIA, Va., November 16, 2021 (SCOUT Inc. PR) — The US Government’s formation of the US Space Force definitively established its commitment to space domain awareness (SDA), but only recently has it cast its focus to commercial innovative SDA. SCOUT Inc. is proud to announce that the Air Force Research Lab, via AFWERX, made a tangible commitment to revolutionary SDA capabilities with a Phase I SBIR contract awarded this month. SCOUT will work under contract to improve detection, tracking, and identification of resident space objects by fusing ground- and space-based sensor data.

SCOUT is supported in this effort by Kayhan Space, another startup focused on space situational awareness and collision avoidance technologies. Eric Ingram, the CEO, and co-founder of SCOUT, spoke of the partnership between SCOUT and Kayhan: “Kayhan Space is a provider of actionable orbital traffic management solutions, and will help us deliver better SDA data even faster.”

SSC and Bradford ECAPS Sign MoU Regarding Commercial Orbital Debris Removal Services

DUBAI, UAE (SSC PR) — Swedish Space Corporation (SSC) and Bradford Space / ECAPS, a leading manufacturer of non-toxic propulsion systems, have signed an MoU for the collaborative offering of orbital debris removal services. Starting in 2024, SSC and Bradford Space will offer orbital debris removal as a commercial service from Esrange Space Center in northern Sweden, mainland Europe. The agreement was signed today at the International Astronautical Congress (IAC) 2021 in Dubai.

The new services will address the issue of common orbits becoming increasingly congested as more actors are accessing space, creating a hazard to other spacecraft using these orbits. A Bradford Space satellite bus, named ‘Square Rocket’, with significant delta-V capability will be inserted into orbit via launch from the Esrange Space Center to then rendezvous with and deorbit the debris. The target orbits are high-inclination polar, including the common Sun Synchronous Orbit (SSO).

NorthStar Earth & Space Secures Radio Frequency Spectrum License Approval for 52 Satellite Constellation

MONTREAL, August 24, 2021 (NorthStar Earth & Space PR) — NorthStar Earth & Space (NorthStar) has received approval in principle from Innovation, Science and Economic Development Canada (ISED) authorizing NorthStar to use all of the company’s requested radio frequency spectrum allocation for its planned 52-satellite constellation that will deliver a suite of information services related to Earth and space sustainability.

Specifically, ISED has authorized use for all NorthStar requested Ka-band and X-band radio-frequency ranges, ensuring that NorthStar will have the bandwidth required to deliver millions of images per day of highly detailed, information-rich imagery from multiple sensor types. The ISED approval in principle confirms NorthStar’s Canadian spectrum application is in full compliance with the Radio Regulations of the International Telecommunication Union (ITU), an agency of the United Nations.

NATO Boosts Space Situational Awareness, Defense Efforts

BRUSSELS (NATO PR) — At the 14 June Brussels Summit, NATO and Luxembourg signed a Joint Statement to develop a Strategic Space Situational Awareness System (3SAS) in the Situation Centre’s Geospatial Section at NATO HQ. With 6.7 Million Euro funding from Luxembourg, this capability will allow the Alliance to better understand space objects and space events, and their effects across all domains. The project will support the NATO’s Space Centre established in Germany in 2020.

During the signing ceremony with the Defence Minister of Luxembourg, NATO Deputy Secretary General Mircea Geoană highlighted the recent radical changes to the space domain. Space is becoming more congested, contested and competitive. NATO was the appropriate forum for Allies to share information, increase interoperability and coordinate actions in space. Mr. Mircea Geoană thanked Luxembourg for its contribution, demonstrating the enduring importance of Luxembourg as an Ally.

At the Summit, Allied leaders underlined the relevance of space for NATO’s operational domains. Allies agreed to strengthen their space domain awareness and better integrate space in Alliance activities, including training and exercises, resilience and innovation efforts.

“We also made clear that NATO is determined to defend itself in space as effectively as we do in all other domains: a land, sea, air, and cyber,” said NATO Secretary General Jens Stoltenberg during a press conference. “And I thank Luxembourg for funding a Strategic Space Situational Awareness System here at NATO Headquarters.”
