Bechtel’s $383 million project to build a second mobile launcher (ML-2) for NASA’s Artemis moon program has ballooned to at least $960.1 million while completion has slipped more than two years from March 2023 to October 2025, according to a new Office of Inspector General (IG) report. And more delays are highly likely.

Loss from operations increased to $1,620,017 for the three-month period ended December 31, 2021 versus $363,472 in the comparable period of 2020.
Net loss was $2,426,490 for the three-month period ended December 31, 2021 compared to a net loss of $364,575 during the same period in 2020. The loss was primarily a result of expansion of staff and costs associated with the Company’s initial public offering in December of 2021.
Chapman is managing Atlantic’s Mobile Launcher 2 Hydraulic Systems Project for NASA’s new rocket program which looks to put the first woman on the moon as early as 2024.

Chapman is managing the NASA Mobile Launcher 2 (ML2) Hydraulics Systems Project which is specifically used for NASA’s new SLS rocket program. While much of Chapman’s work is classified, Atlantic’s president, Robert Ferrara, notes “the hydraulic systems [Chapman is managing and helping design] will supply the launch actuators with high pressure hydraulic fluid during the liftoff sequence”. The ML2, and the new SLS rocket, will spark the imagination of lunar travel for a brand new generation of men and women for years to come.
