United Arab Emirates Accedes to Artemis Accords

ABU DHABI, UAE, Oct. 13, 2020 (UAE Space Agency PR) — The United Arab Emirates Space Agency has announced that it has signed the Artemis Accords, an international treaty that aims to further cement the principles of peaceful collaboration and co-existence in the exploration of space, planetary science and space engineering, and paving the way for Lunar and Martian exploration.

“We have ourselves benefited from many fruitful partnerships as we have evolved our own space programme,” Her Excellency Sarah Al Amiri, UAE Minister for Advanced Technology and Chair of the UAE Space Agency said. “As a result, we have also been able to make increasingly effective contributions to international efforts to push the boundaries in our shared human knowledge and understanding of our universe.”

Virgin Galactic Announces Testing Delay

In a program update on Wednesday. Virgin Galactic says it is “still on track” to conduct the third suborbital flight test of SpaceShipTwo VSS Unity later this fall even though the company’s schedule has slipped.

We expect our first spaceflight from Spaceport America to occur later this fall and we are pleased to confirm that we are still on track to meet this timeframe.  In September we disclosed, via our application for a multi-year Federal Communications Commission (FCC) license, that October 22, 2020 would be the opening of our flight planning window.  We also included preliminary test flight dates for our mothership, VMS Eve.  Although preparations are going well, we are not quite at the stage where we can confirm specific planned flight dates for either our VSS Unity or VMS Eve test flights.

DOT Announces Reform of Launch & Reentry Licensing Requirements

WASHINGTON (DOT PR) – U.S. Secretary of Transportation Elaine L. Chao today announced the publication of the Federal Aviation Administration’s (FAA) Streamlined Launch and Reentry Licensing Requirements Final Rule (PDF) for commercial space transportation  launches and reentries.

“This historic, comprehensive update to commercial space launch and reentry licensing requirements facilitates greater growth in this industry and helps America to maintain our #1 position in the world,” said U.S. Transportation Secretary Elaine L. Chao.

This rule modernizes the way FAA regulates and licenses commercial space operations and allows the burgeoning aerospace industry to continue to innovate and grow, while maintaining public safety.

Fact Sheet – FAA Streamlined Launch and Reentry Licensing Requirements (SLR2) Rule

The Federal Aviation Administration (FAA) issued a new streamlined launch and reentry rule (PDF) that replaces prescriptive requirements with performance-based criteria. The new rule — SLR2 — allows launch and reentry vehicle operators to focus on innovation as it replaces cumbersome, prescriptive requirements with flexible, performance-based criteria.

Under the President’s Space Policy Directive-2 (SPD-2), the FAA’s Office of Commercial Space Transportation (AST) is consolidating and revising multiple regulatory parts and applying a single set of licensing and safety regulations across several types of operations and vehicles. The new rule requires a single license for all types of commercial space flight launch and reentry operations, and increases flexibility for launch and reentry vehicle operators.

  • After five years of development and construction, the first German space radar with transmitter and receiver units has been installed at Schmidtenhöhe near Koblenz.
  • Close cooperation between the DLR Space Administration, the Fraunhofer Institute for High Frequency Physics and Radar Techniques (FHR) and the German Space Situational Awareness Centre.
  • GESTRA data will also be used to improve security in low-Earth orbit at the European level.

Activity in space continues to increase. Several thousand satellites, spacecraft and other objects orbit Earth at altitudes of between 300 and 3000 kilometres. In addition to the inactive satellites and upper stages of rockets that are left behind here after missions, there are hundreds of thousands of smaller pieces of debris.

Satellites and other space infrastructure such as the International Space Station (ISS) need to be continuously monitored to avoid collisions. Active objects can engage in evasive manoevres, while inactive space debris such as disfunctional satellite parts, or the remains of rockets, pose a threat.

Luxembourg Signs Artemis Accords

LUXEMBOURG (Luxembourg Space Agency PR) — The Grand Duchy of Luxembourg became a founding member of the Artemis Accords when Minister of the Economy Franz Fayot signed the Accords on behalf of Luxembourg. The virtual signing took place yesterday 13 October at the 71st International Aeronautical Congress.

NASA to Broadcast OSIRIS-REx Asteroid Sample Collection Activities

WASHINGTON (NASA PR) — NASA will broadcast coverage of a first for the agency as its Origins, Spectral Interpretation, Resource Identification, Security-Regolith Explorer (OSIRIS-REx) mission attempts to collect a sample of asteroid Bennu on Tuesday, Oct. 20, at 6:12 p.m. EDT.

Live coverage of the spacecraft’s descent to the asteroid’s surface for its “Touch-And-Go,” or TAG, maneuver, which will be managed by Lockheed Martin Space near Denver, will begin at 5 p.m. on NASA Television and the agency’s website.

NASA Selects 31 Promising Space Technologies for Commercial Flight Tests

NASA’s Flight Opportunities Program

NASA has selected 31 promising space technologies for testing aboard parabolic aircraft, high-altitude balloons, and suborbital rocket-powered systems. By exposing the innovations to many of the rigors and characteristics of spaceflight – without the expense of an orbital flight – NASA can help ensure these technologies work correctly when they are deployed on future missions.

“By supporting suborbital flight testing, our Flight Opportunities  program aims to help ensure that these innovations are well-positioned to address challenges and enable NASA to achieve its lunar ambitions, while also contributing to a growing and vibrant commercial space industry,” said Jim Reuter, associate administrator of NASA’s Space Technology Mission Directorate (STMD). The Flight Opportunities program is part of STMD.

ESA Selects Thales Alenia Space to Build Two Modules for Lunar Gateway

Turin, October, 14 2020 – Thales Alenia Space, the joint company between Thales (67%) and Leonardo (33%), will develop two key modules for the upcoming Lunar Orbital Platform–Gateway (LOP-G): I-HAB (International Habitat) and the ESPRIT communications and refueling module.

These two modules are the European contribution for this Gateway. The first tranche of I-HAB contract, (worth 36 million euros, the global amount being 327 million euros), has been signed with the European Space Agency (ESA), while ESPRIT development has already started under Authorization To Proceed (ATP) with a contract signature expected by the end of the year.

NASA Announces Partners to Advance ‘Tipping Point’ Technologies for the Moon, Mars
NASA and industry have developed and tested numerous technologies to enable long-term cryogenic fluid management, which is essential for establishing a sustainable presence on the Moon and helping crewed missions to Mars. For example, this 13-foot diameter cryogenic storage test tank evaluated technologies to reduce the evaporation or “boil off” propellant losses. U.S. industry submitted the proposals to NASA’s fifth competitive  Tipping Point solicitation, and the selections have an expected combined award value of more than $370 million. NASA’s Space Technology Mission Directorate will negotiate with the companies to issue milestone-based firm fixed-price contracts lasting for up to five years.
