Wolf Relents on Single Commercial Crew Downselect Demand

Rep. Frank Wolf (R-VA)

Rep. Frank Wolf (R-VA) released a statement today saying he had reached an agreement with NASA that will allow the space agency to select at least two commercial crew providers this summer for the next round of the program.

Key details include:

  • NASA will issue not more than 2.5 (two full and one partial) CCiCAP awards
  • Commercial crew fiscal year 2013 funding level will be at or near the Senate Appropriations Committee approved amount of $525 million (less than $830 million requested by Obama Administration)
  • future program funding after the CCiCAP phase will require FAR-based certification and service contracts
  • NASA will produce a new, “substantially complete” procurement strategy for FAR-based contracts prior to the awarding CCiCAP contracts
  • The space agency will vet commercial crew participants’ financial health and viability before providing CCiCAP funds
  • NASA will ensure “the government’s ‘first right of refusal’ to acquire property developed under or acquired as part of the commercial crew program at a price that reflects the taxpayers’ existing investment in its development.”

The agreement was reached through an exchange of letters between Wolf and NASA Administrator Charles Bolden. Wolf’s full statement with links to the letters is reproduced after the break.

Barcelona, Spain – June 1, 2012 (zero2infinity PR) — Barcelona-based company zero2infinity has proceeded to the next level in its test plan. The wind conditions were particularly harsh and the test had to be terminated prematurely. However this first test flight of the microbloon program is a significant step and brings the newspace company forward in its quest to develop safe and rapidly reusable near-space launch capabilities.

This is one seriously crazy ass message from sort sort of deeply dystopian society. If this is actually a serious message, then the Russian space program is doomed. You can’t go around threatening your engineers and scientists like this and expect them to do good work.

Environmentalists Oppose Proposed SpaceX Commercial Launch Site

AUSTIN (Environment Texas PR) – Environment Texas launched a petition drive today to stop the proposed construction of a spaceport on 49 acres of land almost completely surrounded by a south Texas park and wildlife refuge. California company SpaceX – which made news last week when their commercial spacecraft successfully attached to the International Space Station – has applied to the Federal Aviation Administration for a license to launch million pound rockets from an area home to endangered sea turtles, ocelots and falcons.

Euroconsult Releases Hosted Payloads Report

Paris & Montreal (Euroconsult PR) – Euroconsult, the leading international research and analysis firm specialized in the satellite & space sectors, has announced the launch of its latest research report, “Hosted Payloads: The View From Within.”

Following discussions with the Hosted Payload Alliance (HPA), Euroconsult decided to pursue development of the report in order to identify and assess corresponding and conflicting perspectives from the key stakeholder groups directly involved in hosted payload programs. Based on an exhaustive survey, the views of eight key stakeholder groups were examined on the basis of risks, opportunities, challenges and requirements related to hosted payloads.

Awesome Video of Dragon’s Descent and Landing

During the reentry of SpaceX’s Dragon capsule, NASA and the United States Navy flew a P-3 Orion Cast Glance aircraft to capture airborne views of the spacecraft’s descent. The aircraft, based at the Navy’s VX-30 squadron at the Naval Air Station Point Mugu, Calif., was able to record Dragon’s reentry, parachute chute deployment and the capsule in the water. ATK, ULA Conduct Ground Test of Delta IV Solid Rocket Motor

PROMONTORY, Utah, May 31, 2012 (ATK PR) — ATK (NYSE:ATK) and United Launch Alliance (ULA) conducted a successful cold-temperature ground test today of a Graphite Epoxy Motor (GEM-60) solid rocket motor used to boost ULA Delta IV launch vehicles.

The main test objectives from today’s static motor firing were measuring the rocket motor’s performance at cold temperatures, qualifying a new vectorable nozzle on the motor and verifying the performance of new nozzle insulation at the lowest range of operational temperatures. Additionally, the test provides qualification for transitioning nozzle manufacturing operations from an outside supplier to ATK.
