Ukraine Lifts Ban on Private Space Activities

KIEV, Ukraine (State Space Agency of Ukraine PR) — The decision was made on February 26, 2020 to implement the Law of Ukraine “On Amendments to Certain Laws of Ukraine on State Regulation of Space Activities.”
From now on, privately owned entities can obtain a permit to test (except computer) launch vehicles, including their units and components and spacecraft; launches of launch vehicles and/or spacecraft; control of spacecraft in Earth orbit or outer space; the return of spacecraft and/or their components returning from Earth orbit or outer space to Earth.
The Procedure adopted at the government meeting, in addition to issuing permits, also regulates refusals to issue and revoke permits for certain types of space activities.
In addition, private enterprises that intend to carry out space activities must submit to the central executive body, which ensures the implementation of state policy in the field of space activities, a declaration of economic activity. Such a declaration is a tool for entering the market of space technologies for private space entities of private ownership.
It will be recalled that President of Ukraine Volodymyr Zelensky signed the Law “On Amendments to the Law of Ukraine“ On Amendments to Certain Laws of Ukraine on State Regulation of Space Activities ”№ 143-IX, which was adopted by the Parliament on October 2, 2019.
Issuance (refusal to issue, reissuance, cancellation) of a permit for certain types of space activities is carried out by the central executive body that implements state policy in the field of space activities, free of charge.
You can apply for (renewal, revocation) of the permit in paper or electronic form at the option of the applicant in the manner prescribed by the Law of Ukraine “On the permit system in the field of economic activity”.

Interesting; anyone waiting in the wings?
Maritime Launch Services was supposed to start building a launch complex in Canso, Nova Scotia this year, and they intend to fly the Cyclone-4M built in Ukraine from there.
There was lots of local opposition to the proposed Canso spaceport even though the Canadian government had approved it. Not sure if that project is proceeding, especially in light of the current public health crisis.
